Is the burdock Cornell dubillier a dielectric capacitor?

These are, however, a high quality 600V capacitor. The old Burdock Cornell Dubillier 600 WV caps are probably the same thing. Not a dielectric cap? These are even made by CDE now so they should be a drop in replacement for the old Burdock CDEs.
