3ds Max 2013’s DDS plugin does not support Dx10-11 formats. This replacement plugin does. Bethesda released their NIF Export tools for 3ds Max 2013 – unfortunately that version of 3ds Max does not support the newer Fallout 4 DDS formats (mostly normal (_n) and specular (_s) types).
